according to cso 2006 figures the population of cork city is 119418 not as you stated 190384 so the percentage of population of ireland is 2.816%

The CSO figure of 119418 does appear on the CSO website – but there are many other tables sucha as http://beyond2020.cso.ie/Census/TableViewer/tableView.aspx?ReportId=76978 that show the population to be 190384. I will try and find out which is correct. It is probably to do with different boundaries being used.
I just found the reason why the figures differ – see http://beyond2020.cso.ie/Census/TableViewer/tableView.aspx?ReportId=111833 The figure you mention is the pop in the legally defined boundary. My figure is the one for the suburbs and environs included. It is confusing – !
